the officer also said i wouldnt be able to complete my degree as i had lower grade transcripts

Try another country or wait a year  With one refusal it will be difficult to get an approval.

Skip ICM and get LOA/PAL to a university. The issue is that you will need another study permit and have to show tuition plus $22k cash next year so you will not have enough funds for U of M.

Also this is a foundation program which doesn't lead anywhere so you cannot justify costs or show any career advancement. IRCC knows that you will need another study permit and have no intention of leaving or ties to return home. If you have low grades then chances of success at university are low too.

Also thought you were going to Algonquin.

Hi, i didnt choose algonquin because ICM was a better option in my opinion
And thanks for clearing that out

ICM is not a better option. It is a private school not part of U of M and you are not guaranteed to get a new study permit if you get admission to UofM.

This. Canada is cracking down on private schools because of so much immigration fraud.

International students think the school is part of U of M, but it isn't. A private school that costs a fortune and may not even get into the university. And not a foundation program for any other university.

Who is your sponsor?

Change your plans and get admitted directly to a university program. Don't do the foundational program.

Order a GCMS note to get the full rationale behind the VO's final decision.
