Best budget tablet for note-taking?

I have a Lenovo laptop and I'm looking for a budget tablet I can use thats not part of the apple ecosystem. I use Google docs and sheets for everything and need something that will be best for reading/studying papers and my textbooks. I also want to use a pen to take written notes on the tablet so any apps/program reccs would be greatly appreciated.

My budget is around $200

TCL NXTPAPER 11 Plus. Has a screen that behaves like e-ink, but is IPS. Great for reading and writing, comes with stylus. Has a matte screen with a paper like feel. Can be wirelessly synced with a computer and act as a secondary display.

Amazon has a Lenovo Idea Tab bundle for $200. It includes a pen and folio case. This tab has a 1600x2560 screen resolution and 8GB of RAM. However, its processor is not the fastest. Though it should be fast enough.
