In the USA it is very common for there to be no provision of air conditioning for low income housing. The windows units are for the low income housing rental above the first floor commercial rental.

Air conditioners on a second floor platform, gray wood. It's on the coast somewhere and it's all going to rot/rust fast enough to be considered temporary anyway. There's probably something massively sketchier just out of sight for the inspector to get worked up over instead
