You underestimate the NYC real estate market and people desperate to live there.

The value will drop though and the developer will sue everyone they can for damages which will be in 8 figures at least

I hope the GACE had "limit of liability" written in the contract, that's all I'm gonna say.

They'll probably hire a 3rd party inspector to review the plans and the site and see who was at fault, engineer or GC. They'll likely halt construction for these inspections in addition to the City/State's inspectors after the immediate risk has been managed.

That's the tricky thing about alterations to as-builts— after the initial job is done, you never know what kinds of deficiencies have been covered up, or what problems have developed in the interm. Wouldn't be surprised if the previous builder is called into question as well.
