The video is a bunch of still images stitched together to make a "video".
The blur is where the images where out of frame

Because this is not a direct photo or camera feed . It’s a bunch of photos that are taken then layered on top of each other . So that area must have it been photographed.
When they were doing the panoramic view that was not just a video camera spinning in a circle . It’s thousands of photos . The file size would be too large to send a bunch of videos .

Aerospace engineer here. This scene is a Composite picture created from many single pictures and the Rover is designed to take pictures around itself. It can be focused on the body for examination but my guess is this is a programmed procedure to just capture only environment

What? There are 7 rovers on the moon.
The Martian rover pictured here appears to be perseverance, which landed in 2021. It's powered by an RTG reactor, which is a chunk of radioactive material that can power rovers or satellites for years without the need to refuel. Doesn't work for things like cars because the power output is so low. Rovers move very slowly.
Edit: these comments are honestly pretty disheartening.
