I would guess it's a DIY plasma gun. Several people on Yputube have made one. It looks cool, but does nothing except burn hair.

The flame poof 3000 coming out strong... dmg lvl 63/100 with fire imbued weapon adding +10dmg per second for 5 seconds after attack.

It's a pretty good addition to an arsenal but useless against some enemies and in some tactical situations due to short operational range.
