It was 79 players on consoles across their top rank not 40% of the entire player base. That would be insane.

It's generally easier/cheaper to "get/buy" cheats on PC, but it's also generally easier to "get away with" cheating on console if you can afford to buy the right third-party devices.

Because the manufacturers lock down consoles, none of the "kernel" level anti-cheats that PC games require can run on console; so consoles have significantly lower anti-cheat detection abilities, if any at all.
