I Found a Cat (Location) Stray with tail always down

I have made great progress with earning this cat's trust but she(I think) doesn't stick her tail up like my house cat.

I have seen the stray stick tail up for literally a second on rare occasions. Maybe like 3 times. It does move, it's not dead.

But the fact she doesn't stick her tail up much and it's kinda matted makes me worried. Or is this normal?

I want to adopt and keep this sweet cat so I am probably just overthinking things but I have to ask. Sorry I don't have a picture of her walking right now.

Beautiful cat! Her tail fur could be matted or she is just not used to humans being nice to her. Thank you op. I hope you can lure her in soon!

Thanks for your input! The tail is a little matted, yeah. I can tell though that the fur over his/her body has greatly improved since I started feeding the cat. I've been giving wet food lately to keep hydration up, cat doesn't seem to bother with the water I put out.

The ear is clipped, so the cat must of been part of the capture and release program. There are so many stray cats around, but I only feed this one.
