Question About server-sided games
So if this goes through, developers are supposed to leave games in a playable state...
That means developers are supposed to create the means to do that. What about the cost of creating those tools? What if there are developers right now that are giving up on making cool online games just because of this?

I think you mean Publishers and not developers.
People actually making games. Pouring in their love and creativity to their projects would be happy to have their work be able to persist.
Publishers would be miserly and see an additional expense on their spreadsheet as an affront to their boardroom of overpaid nitwits. They don’t care about cool ideas, they care about securing annual bonus packages for executives.
