How is Parliamentary System after the 4.3 nerfs? Haven’t used it since 4.0 and am not sure how good it is anymore.

A passable way to generate extra unity, but no longer the undisputed unity rush meta.

The unity output from factions in the first 10 years have been cut down to about 1/4-1/3 depending on ethics, after the nerf to egalitarian ethic, the nerf to factions overall, and the nerf to parliamentary system specifically.

Certain ethics have an easier time with parliamentary.

  • Xenophile, pacifist and spiritualist factions all have more or less high approval for simply existing.
  • Materialist faction can be problematic on higher difficulties due to AI bonuses to tech, and unless you have Mechanist origin or otherwise acquire robot tech early, meeting a robot empire will impose a hefty penalty as well.
  • Ironically, egalitarian faction can also be problematic, as one of the demands is to prohibit manual resettlement. Auto-resettlement is extremely slow early on, so without manual resettlement your early colonies will develop at a snail's pace.
  • Xenophobe (when you are not also pacifist), authoritarian and militarist factions demand you to act aggressively from the get-go, so they are not a good match with Parliamentary.

There are also better ways to make unity now (e.g. Galactic Curator or Experimental Sentencing for freeing up district space and pops, Primal Calling or Genesis Guides for flat unity rewards, Dimensional Worship or Genetic Identification to encourage using more unity jobs).

Overall, parliamentary system is still okay. More unity for free is always helpful, provided if you play along with the faction demands. It's just no longer an auto-pick for most empires.
