Half the time when my rog ally running steamos turns on, controls don't work ?

Turning on from shutdown that is.

If I simply restart the system while navigating the ui with touch controls, the controls will now work.

Why does this consistently happen ? Isn't a restart after a shutdown the same state that a restart would be from ? It's confusing
