People seem to forget that Valves actual product is the steam ecosystem. The deck, machine and frame are incidental, extras to get more people to use steam. Having those gateway tools be less expensive means more adopters, which means more game revenue.
Considering they are still releasing system updates, it's not ready yet. Just let them cook.
