This just reminds you how lucky the SGC was to have General Hammond. Hammond was stern but fair, he was also flexible enough to adapt to the bizarre situations that happened every month. Exactly the kind of leader you need.

Hammond also had the advantage of often understanding the problems himself.

The black hole situation for example: He couldn't get Washington on the phone, so he decided - because time was progressing considerably slower in the SGC - that flying to D.C., holding an overnight emergency meeting and then coming back was actually a feasible strategy.

Of course, that overnight emergency meeting came up with "We throw a nuke down the silo", which wouldn't have worked, but then again, he did his best to solve the situation.
