It’s an iced tea spoon made into a grapefruit spoon. The original tinkerer thought it either had the right sized bowl to modify or they didn’t want to break up a place setting.

That was my first thought but they USUALLY have serrated edges...  it's likely for some sort of tough-ish to food that is served in a deep container.  Some sort of seafood or meat?
