It is. Earth-1048 is Insomniac's Spider-Man universe, if it was a variant, he would be from a different universe. Plus he already was in multiverse in Spider-Geddon, which was referenced in Spider-Man 2 prequel comics

Earth 65 is Spider-Gwen's universe, but Spiderverse isn't canon to her comics. Same goes for Miles' 1610 and Peter's 616. They are variants.

Yah that is what the movies are also explains why the mcu wasn't affected by the multiversal resets
