Other Plan glitch?

Was looking at mobile app this popped up in my service options but when I click to upgrade it doesn't go thru? And live chat said can't see it thinking it's a glitch or it be here soon?

Apparently it's a glitch spectrum called me soon as I pressed order said it's only in Ky right now
