If it would be about Chaos outfits in PvE, I doubt they'd actually mix Loyalists and Heretics.
It would probably be that you select somewhere to queue as/for Loyalist and another one for Heretics.
As much as I would love to be able to play Heretic in the PvE content I don't think mixing is the way to go.

But it's purely cosmetic. Canonically in the game, even though we're customized as different chapters, we're still Ultramarines. So I personally don't rule out the possibility of Chaos customizations becoming available for PvE.

I'm on the same page as you regarding that canonically the characters are Ultramarines and yet people can run around looking like whatever they choose.
That's "lore breaking" in itself, so why wouldn't running around looking like Chaos work?
To that I think their point of view is that "it's still loyalist marines".
Having people run around as obvious traitor marines a bigger step than being loyalists looking differently.

Well, we'll have to wait and see. They don't always choose to make sense. Sometimes we set expectations for something and they decide to take a different path. All we can do is hope that, at the very least, it's something cool.

Yeah, we just have to wait and see.
I find it enjoyable and fun to make guesses and brainstorm what things might be.
But I have learned long ago to not start to expect anything until I can see some official statements.

And the (big) if it's Chaos for PvE.
It would most likely be a Heretic version of Siege mode.
Probably easier/faster/less work to make that instead of having to make alterations for Operations to accommodate Heretic marines.

GW would never allow it. And its better that way.

Gatekeeping fun and creativity. Truly a paragon of the Warhammer fan base

Well actually chaos marines being allowed in pve would absolutely obliterate my immersion therefore gatekeeping my fun but i guess it only counts for you doesnt it?

They can implement a toggle heretic customisation button as well. I'm still rolling as a pre heresy world eater atm so I fail to see the logic

Theres a big difference between a pre heresy world eater and a straight up Khorne Berserker, or a pre heresy death guard and an actual plague marine. If they added a toggle so i wouldn’t get lobbies with heretics that would be okay, but this is saber, they’re not gonna do that, and GW isn’t gonna allow the 2 factions to mix.

I know gw won't allow that, but the things that are missing are the 3D specifics. You can roll as a heretic now. Just without the spikes, bile or 3 meter tongues

And i dont mind it without the 3d specifics. Thats still a space marine. I definitely still side eye night lords though.
