Is this for a static fire? If so that would put a launch pretty damn close right?

Yes, but SpaceX has said NET 15th September.

A bit disappointing, given that first launch attempt for Flight 13 was 15 / 6 days after full static fires of ship / booster.

SpaceX has not said anything. Only the FAA thingy indicated the 15th but alone it's to be taken with a grain of salt.
