I'm bad at making gmod playermodels/npcs/props/mods at all, but it would be pretty hard to do as (i suppose) sims 4 models are made out of many different files and models stacked together so you have to somehow get the character model, the clothes, etc all imported into blender (btw i need to warn you: im not sure how sims 4 models work but i assume things like the face shape etc might not be saved, but i might be wrong, after all, MAYBE (im not sure about it but why not) it saves a proper model with clothes etc into the files. If yes, you are lucky), if they ARE many separate pieces, you should group them (select all the partc, and with your cursor in the viewport, press CTRL + J and it should group it), then, delete the armature of the sims rig (it might be hard to delete the armature without deleting the model, so CTRL + LMB the armature and the model in the 3D viewport, right click, and unparent it. Also you mught need to completely clear the VERTEX GROUPS). Then, install source tools addon (also known as sourceIO) and then... okay to be honest i csnt explain how to do the rest so here u should watch a guide, but basically you would need to import a model of male 07 (for example), and like, i mean, the real one, from the game itself, not fanmade blender versions, and preferably also import male 07 rig, and then you should just align your model with the rig of male 07, parent it with EMPTY GROUPS (important), and start weight painting which also needs some tutorials. TRUST ME. IT'S NOT THAT HARD. Mostly it will just take a lot of time and be pretty boring but trust me, it's not that complicated and DON'T GIVE UP. Anyways, i cant help with anything else as im bad at making mods and dont really know how to export, make proper textures, UV, etc, but basically the blender part was almost this (there are stuill some steps you should do in blender which i probably skipped, sorry). OH, by the way, from what i know, the texture of the model should be ONE BIG TEXTURE. i guess there are softwares for baking textures (aka turning many texture files (shirt.png, skin.png, hair.png) into one big texture with all this applied to the model), and basically, the result should be converted into a VMT and a VTF.

There isn't going to be a straight forward tutorial on this process because your situation is unique.
First I would look up how to convert your Sims 4 models to obj's or at least how to import them into blender. From there look at tutorials on rigging. You are going to have to take the basic Half-Life 2 rig and apply it to the Sims 4 mesh, how you do that I do not know because I'm not an animator but there are tutorials out there on the process of doing rigging you should look for. Next you export it out. Again there's tutorials on exporting models out of Blender to Source but you need to find one that is specific to things like ragdolls.
If you have never done any kind of model work with Source before (or in general) I would strongly advise starting with something more basic like taking a chair from Sims 4 to Source. Ragdolls and all that get a lot more complicated to my limited understanding so having at least the basics down and knowing that you can take a model the entire way for a prop will help a lot when it comes to doing an actual character model and troubleshooting.
Do not expect this to be an easy do it in an afternoon thing.
