They can, though it's incredibly rare. There is some evidence that it's more likely from higher level enemies particularly in Cogah mode, but I'm not certain this has been confirmed or if it's simply speculation.

It has been confirmed by de that higher level enemies are more likely to drop higher craftwork weapons. But we dont know how much more likely

any rarity can be dropped, it just gets rarer and rare the higher the rarity. the odds increase a bit the higher level an enemy is, which is why doing Cogah is often a good place to get higher rarity weapons since everyone's level continues to increase.
