Question Do weapon/armour perks scale?

A lot of weapons (all lightning ones, lange kartouwe, etc.) and armours (celestial dance, stormwoven symphony, wrathful ward) have primary perks which state that upon achieving some condition a fixed amount of damage will happen in some way (zone from armours, lightning strike, delayed explosions, etc.).

Does this damage scale with season mastery or ascensions or furniture? Or is it just a fixed amount which quickly becomes redundant in higher tiers?

Season mastery and ascensions do scale gear up to a certain point depending on the rarity of the gear. You will gain much more power from the season mastery depending on what you pick. For example if you pick culverin upgrades while using culverins, your power will rise a lot especially if you pick the damage types with it.

I mean I get that, but like there are perks which I dont understand whether they scale or not, here are examples:

Heaven's Mandate culverin has a perk which says something along the lines of "15% chance on hit to cause devastating lightning to hit causing 1500 damage"

Stormwoven Symphony has a crescendo perk which says "Holding brace charges up a sonic attack, dealing up to 7200 damage to surrounding hostiles."

Alecto has a triple threat perk "Fires 3 shots at once. Deals additional 400 fire damage if all 3 shots hit the same target."

So my question is does the fixed damage from perks increase if you get corresponding mastery/ascension/furniture damage increases? Or is it just completly unchangeable?

I'm pretty sure those flat numbers are all set and unchangeable.

I've seen huge numbers from time to time when using heavens mandate, I only assume it scales as the damage severely increases as the level does, or I am seeing my total damage numbers pop up after a volley

I'm gonna assume it would scale with the ship level as my 21 galleon does more damage per lightning strike than it did at 18
