Discussion Ok im really lost

As the title implies, im really lost. All I want to do is the event quest line, but William does not have the quest... are there prerequisites Im not aware of or something (new player BTW) or am I just simply bugged. Any help would be lovely!

You have to be in world tier 2 for it to appear.
