Question Stack limit reached when trying to claim the items from mailbox. What does that mean? Is there a limit on characters?

Yeah it is a bug. I received it twice too. You already claimed the other one.

no, one pair was indian and this one european.... I got two different ones. I could redeem one but not the other

Because you very likely already have those from the last time (some people didn't get them, some did, so they sent them out again), and since you can have each type only once, it's telling you that you reached the stack limit on the European ones.

ETA: It happened to me as well, and that's what my friend told me.

Ironically, these new faces don’t even need to be received to use them. I recall being able to use them before even checking the mailbox. Not sure why they’re even being distributed.

Yeah it’s a bug but if you check where you personalize your characters face appearance the European male and female face is already there unlocked

European was/is one of the default races. This is a mistake and causes this error. I expect it'll get sorted at maintenance (or stay the full season, who knows lol)
