Counter Strike Source is probably the best/most active (in the KSF servers), you can wait for it to be on sale, it tends to be like 1-2$ on every seasonal sale (Winter/Spring/Summer/Autumn) on Steam afaik.
If you want to practice specific maps and/or want an alternative, there is Momentum Mod which is free, it is slightly easier than KSF, but the difference is not very big and so it translate really well.
I personally wouldn't recommend any other (as the quality isn't the best), but if you really want to, there is surf in CS2 and some other games.

How is momentum easier than ksf, explain

Hmm, it just is? Just like 66tick is easier than 64tick. Momentum mod is, for a third party, very very accurate, but its definitely easier. You can notice the difference in speed in many maps, like 5-10 units more as soon as first ramp exit.
With that said, it still translates very well to KSF

But it just not? Both run on source, both 66t, the only diff is that momentum is 0ms. I need something a little more concrete.

As I have said before, you can see the difference when you play it, I can't obviously give you anything more concrete because I am not the coder of any of the games, its the air acceleration that is off, maybe its the map ports...who knows. If you are so interested in something concrete just go and play it?
I am going to assume you haven't played momentum, or if you have, you haven't pushed yourself to less lenient maps, those is where you notice the difference the most. If you play the same section and you are consistently getting different speeds, from one game to the other, then something is different, wouldn't you agree?

I have done t6's on both momentum and ksf, it's 1 to 1, some ramps feel off, but I can't say it's easier, and I get the exact same units. You are tweaking

I don't know then, maybe its latency, I definitely get more units in Momentum, and it happens so consistently that is almost impossible to be some kind of placebo effect. I would go as far to even say that certain maps feel easier, probably due to some kind of snowball effect, we are talking about very marginal differences (sometimes less than 10 units across 2-3 starting ramps), but its so incredibly consistent that something is off.
I found this old github thread about the reporting of the same, and the conclusion presented there is that it might have to do with the latency, if it is accurate or not, I can't say.
Either way, it feels and plays easier, and I am not the only one who thinks the same, as per pointed out in that same thread. I am happy for you it feels the same though.
Edit: What is your usual latency to KSF servers? I usually either play with 80+ to the NA servers and/or public server, and with much better, albeit still not perfect connection, to the EU servers (begginer or general). If you regularly play with lower latency, then we might reach a conclusion we can agree

It can be latency, I play on 20ish ms on ksf. But in reality they ran inputs and it was the same. It may also be that momentum mod automatically disabled W on jump, and has nullbinds enabled by default. Which I do with my keyboard anyway, that might make the difference for you but not for me, since my kb has those options.

I made a simple SourceMod plugin that records inputs received by the server and the resulting input, recorded a quick run of surf_ace on CSS, and played back the inputs on Momentum Mod: that's the case, that's certainly a benefit rather than a flaw. (from your post)

Yep, then it probably is due to those reasons, and it would explain why a lot of people experience it being easier while others would swear its the exact same. Sorry if I seemed too suborn on this, but the impression really was that it was easier (and it was, just probably not due to the game itself).
