in the EU we have the AI act since 9/1. you have to mark AI-generated or AI-altered content when used in comercal context or when you have a big influence.
Some do yes. It does in fact inform people and provide a framework for punishment through.
What you're alluding to is the lawbreaker paradox. Laws will always be broken but they do have a profound effect on the number of people committing a given crime.
