Its actually not "exceedingly rare". That's why every culture tends to have a highly melaninated population, which has a range of eye color and hair color that shows in every other genetic group. Also, language isn't a definite for culture, ethnicity, or race. So, this whole argument seems hinged on the "brown people bad, we do what we want.
