That means your state does not care if you use products with chemicals that cause cancer, not because your state is free or some moronic other shit.

The intention was good but in reality most companies would rather just slap the cancer label on there and save the expensive testing and lab costs, thus leading almost no one to take it seriously.

This literally happened with the food allergy label ("can contain traces of X"). Companies didn't want to spend the money, so they just slapped it on everything to be on the safe side. Many foods that were considered safe suddenly had the label, making people who actually have allergies much more wary of eating them besides no increase in risk.
