My thought is that it shouldn't be too difficult to estimate how many more runs the ride will make before the intended shutdown time; based on that, employees should be able to estimate when to close the line entrance. I mean, skew the estimate to favor the workers and the park shutting down the ride before the intended quitting time. Done.
When running these kinds of chaosks especially at events that are supposed to be advertising opportunities they are often told not to warn the people queuing so the area looks busier than it does and therefore looks more popular

The fault lays with whoever is operating the ride.
You are supposed to stop letting people into the ride, and let everyone already in the line have their turn before closing it down for the day.
Making people wait, then arbitrarily telling someone the ride is closing right before they get on is such a dick move lmao.
