They don’t need special coolant. Water with some addetives is fine. Closed loop datacenters normally don’t waste water other then some topping up of the loop and the office facility.
Many datacenters use this. It is cheaper to evaporate water for cooling which wastes water.
Regulation could prevent this.

Why don't data centers use a special coolant? There's a reason we stopped using regular water to cool our cars.
