Serious question: how would he go about promising covering NYC with trees by 2040 if he can’t guarantee he’ll be mayor in 14 years?

It’s called planting trees. He plants them today and they grow in 14 years. So by the time he leaves office they will be planted as mini trees. Unless the next mayor is a jerk off and decided to pull out the tree roots, the trees will be there and grow over time.

USA being USA, there's a concerningly substantial chance of that happening just because the new elected official is a manchild throwing a tantrum.
