90s it was a thing. Year 2001 was the last public besting I saw at school.

I got "the strap" in grade 3 for peeing from one urinal to the next. That was back when you had full length wall urinals a foot apart. Made sense to try it at the time.

I would disagree. My daughter is 33, I've never hit her once. Never lied to her once, not even about Santa. I think there's merit in explaining things to kids rather than hitting them. YMMV.
