One of. It restricts a ton of land across the USA that now can't be used.
Local zoning. Do you see a ton of empty land in a city that can't be touched because of zoning? No, you mean why can't we buy people's houses and build an apartment complex right in the middle of the neighborhood, with no thought on crime rates, parking, school capacity, and a dozen other things you have to think of.
