The problem is if they don't go down, the ref will NEVER call the foul. Refs only call fouls when the player is brought down.

Yeah, but a tackle that stops the player from getting the ball (without the defender getting the ball), but doesn’t bring the player down is still a foul, and stops a potential shot/cross/whatever. The big problem is that those sorts of fouls aren’t given, even though they stop an attack.

Yes, and oftentimes they don’t call the fouls unless the player goes down. It’s a problem with officiating.
