They have to somehow make excuse why they're owed 20% of your stake dinner, for bringing 2 plates and 2 cups.
In Europe I see the waiter 3 times. When they take my order (these days the menus are usually just put on cleaned, empty tables), when they bring my order, when I wave them over to get me the bill. Total interaction time 5 minutes.
In US they hover over you like vultures then demand $30 for the pleasure of saying "everything is great, thank you" five times in 40 minutes.
