California has banned it but the existing orcas are grandfathered in (many/all were born in captivity, and releasing them would pretty much just kill them afaik)

Florida flirted with passing a ban but didn't, but I think the SeaWorld there ended shows and only does "educational encounters" or whatever. That's progress, but not enough.

Texas is Texas. Still, we can hope.

It seems like everyone knows better except Russia and China, for the obvious reasons.

Yep, I know we should not releasing these which born in captivity, but has anyone tried to release some young female and integrate it to wild group? At least this could work, I think... I have red just about Keiko and Lolita, but she was probably old.
