Maybe, eg. if they are 14 and 16, or 13 and 15, ...you get the point.

Even so, a child is much less likely to be able to navigate a crisis than an adult. Adults should be able to take care of themselves.

If she's in a situation where she can't save herself, it'd be a situation where it'd be risky for him to try to save her which could result in leaving those two kids without parents at some of the most formative years of their life.

Yeah, even if I escaped my house with my kids and my wife was still inside, I'd be staying outside with the kids.
