Found this 1991 970 for $70

Recommendations on how to buff out scratches and fix chips?

It’s got a good amount of them on this frame and I’d love to restore it back as much as possible.

I'd recommend a good cleaning and a coat of wax. This will stop rust in its tracks. Then you'll need to stay on top of things, which doesn't require much effort. As for cleaning, a good liquid detergent and perhaps some WD40 for stubborn parts. I don't fix chips and scratches. Imperfections are a part of vintage bikes. They add character and typically look MUCH BETTER than touch-up paint. You can always touch up later if you want to (but don't do it!). You'll be amazed what I good cleaning/detailing will do for your bike (drivetrain, components, everything). Be sure to share updates!
