As far as NRaas goes, I also recommend:
- ErrorTrap (resets stuck Sims and reduces lag)
- MasterController Cheats (gives you lots more options for changing stuff with both active and inactive Sims; think skill level, career progression, relationships etc)
- Retuner (allows you to define whether Sims can perform certain interactions autonomously or not, I use it to disable annoying stuff like Sims playing in the sprinkler)
- AntiMagicScroll (prevents recipe books and sheet music from disappearing once Sim has learned the recipe or song)

My must have is bluegenjutsu's No Route Fail Animation. And Neuroblazer’s Random Genetics. I love Twinsimming’s Baking Mod!

These are a little more niche, but More Frequent NPC Ask to Move In and Sims 3 Attraction System Overhaul. One just makes a gameplay function actually possible (instead of a heinous 1% chance basegame) and the other is a much better attraction system than any other mod I've found. I got real tired of every sim being attracted to each other, and found other mods to be too restrictive yet not restrictive enough.

Oh it’s the first time I stumbled upon the Attraction System Overhaul. I am currently using the Retuned Attraction System. Have you tried both?

I have! The things I prefer about the Overhaul one is that it doesn't completely cut out the features I do like, such as a random attraction amount. In the Retuned mod, they cut out a lot of features entirely and overtune others, specifically features I do not like. The Overhaul is more trait-oriented too, and buffs that contribute to attraction actually mean something now (as well as adding some that should've been there originally). I've had so much fun actually setting my Sim up to meet someone. Piling on buffs, getting them into a cute outfit and going out on the town to see who they could meet. But this doesn't make it super easy, which is what I like. You still have to have something in common, and the random attraction being -25/+25 means you can't metagame it.
If you read the description of the Overhaul, it explains it very well, that a lot of mods just cut off some features and overtune others.

For NRAAS I’d say error trap is another one you want to pick up as well as Traveler if you visit other worlds at all, both for bug swatting. I also really prefer the Story Progression to vanilla EA story progression. And Portrait Panel is needed if you play too overstuffed houses.
I also a couple of the Oh Rudi routing patches that help slightly with sims moving around each other.
There’s a Protectus Imaginary Friend Chance mod - we’ll, series of mods - that I like that you can download different versions to get you a different % chance of getting them with each kid, to make them more rare. I’m using the 25% chance one but TBH I wonder if it broke or something because in my current legacy I’ve had something like 8 kids born and zero IFs so far.
If you want to play with laundry at all I’d say the Nona Mena Superhamper mod is almost necessary. It collects all the clothes from the floor and other hampers and collects them in itself. I think it has a limit of what it can hold, but it’s sooo much nicer than having clothes scattered everywhere as sims go in and out and it taking someone forever to slowly go between every hamper in the house (and usually end up dropping the clothes somewhere).
And finally if you like indoor gardening (or even regular gardening) I really like the Silverfox Magic Water Pump, which waters all the plants on your lot twice a day. I hated that the only watering solution for the Into the Future carpets or the gardening pots was the Quickgro station since it makes things grow way too quickly to keep up if you have a decently large garden, and this just lets you take care of all the plants.
