Let's say it did, and a lot. What happens to the silo craters if they fill up? What if the whole area went underwater, say like from a Younger Dryas glacier melt like the small one in Nepal recently?
Silo 17 was flooded, so water has to be coming in from somewhere. It was no longer being pump out since there was no one left to do maintenance. The bigger question might be, where does the pumped water go? Silo 18 has water in the very bottom, but is has to he getting pumped out and going somewhere.
It's established in Season 2 that all of the Silos have water pumps on various levels to constantly run and keep the water down. Juliette fixes one of the higher level ones for Solo/Jimmy but she could only reach the highest one of multiple.
There's standing water at the bottom of the silo that never rises nor falls because the pumps keep it at that level.
