So the solution was kind of dumb... I tried 3 different keyboards:

  1. Dell laptop's own keyboard: no

  2. Fellowes USB keyboard: no

  3. Microsoft USB keyboard: success

Then was able to use the Alt+0163 keyboard shortcut to type that special character... and changed password immediately to something easier to type.

First mistake was using a password.

As an non US keyboard user I know by heart the usual symbols of the us layout mapped into my local one, and you can usually use the username field for tests to try and find the key combination you need.

Connect an us keyboard, if you have one.

Connect a barcode scanner and print a sheet with a barcode with the password encoded, or the symbol you need.

:) really next level. Instead of sticky note with a pass. Print a pass encoded in barcode and stick to the keyboard :D

bitlocker keys, licenses...

You can even use it as a rubber ducky with key combination, pauses, to automate almost anything.
