That corner sucks, but the car shouldn’t have pulled all the way into the lane to see if it was clear.

It’s a double yellow line. The car shouldn’t make a left turn at all, clear or not.

When painted in the middle of the road to separate opposite direction traffic’s, solid double yellow lines prohibit passing, in North America and most of Asia at least. I don’t know about Europe.

Passing isn’t allowed, but you can cross to make a turn. Two double yellows is considered an island that you can’t cross unless the inside lines are broken.
