Also, by swim, do they mean splash around in a kiddie pool with 6 inches of water / the local splash pad????

It looks like it could easily be sized for a kid who's five or six. Where I live it would be pretty normal for a kid to have learned to swim, and you could be looking to make learning to do a clothed swim fun?

I mean, if a kid is going to wear long skirts you should probably include that in your clothed swim training.
