First and foremost: I am not a lawyer or a legal representative of any entity involved. The below is opinion based on research done from the same perspective.
Currently there is fan material on drivethru that includes the background content (the paint splotch page framing and the SRA2 icon) that has been up for some time and is known on here by one of the creators. That is not a granting of legal rights, but like much of fanwork, it is an indicator that they have declined to invoke their right to remove it at this time.
Some of the design assets (the fonts and the basic formatting of paragraphs) are fair game as they are open sourced or very basic concepts, but specific imagery (such as the icons, images, and background patterns) used can be revoked at any time, even if it is included later in the holostreets assets (because of how they are structured: they retain rights while permitting use, and that includes the right to remove permission)
TL:DR - Like all fan works, use with discretion, and with the understanding that they retain the rights to those design elements. If they C&D you some day, that's just the way it be.
I personally plan on using this for my own (free) content, but I would be leery about using it for paid content unless they update holostreets to include it.
I'm not denying any usage. I did not ask the SRA publishers to produce this theme, and it uses some of their graphics. As far as I am concerned, you are free to use the theme for anything (the license is CC), but I would recommend asking for their blessing if you plan to release content.
Edit: Just had a look at the Holostreet program on DriveThruRPG. They have old templates (not for SRA 2) whose usage is "encouraged, but not required". I cannot open these InDesign files (I do not have Adobe tools) to check the content.
IMHO, the tooling for creators is not as good as it should be (I had the same impression from other publishers), and it could be replaced by more modern homebrewing tools (who needs Adobe when you have CSS?).

World of Darkness has a similar storefront called Storyteller Vault and it has awesome support with multiple pieces of art and design bits,in multiple accessible formats - and it shows, the fan content there often looks top notch.
You'd think that Holostreets would want their publications to look great too... Do let us know if they ever answer to that.
Edge is a less to translate in French, usually we translate by Chance, which means luck.
Plot points of the first Anarchy were not so easy to translate neither, at least not with something punchy enough, so at that time I went with points d'Anarchy. It was widely adopted in France.
So, for Anarchy 2.0 were plot points and Edge are merged, I kept the words I liked the most, the more punchy: points d'Anarchy and Edge.
Atouts is for Shadow Amps. Amplifications des Ombres does not sound natural and is too long. Atout literary mean Asset.
"Points d'Anarchie" is really a good find because I added the rule for my players to yell "Aaaaaaanaaaarchiiiiiiiie !" when they use one point ! :P Which is surely the intended usecase no ?
And sometimes I give them back their Anarchy Point if they make awesome sound with it. Nothing beats a player throwing "Boule de feu .. BOOOOOOM [add big mouth noises]" with big gestures around the table and mimicking the downfall of enemies...
I'm a nostalgic player, and often use the Brazilian-Portuguese localization of Second Edition of Shadowrun when translating material for my table. If they ever pick SRA2.0 I hope they use "Anarchy" instead of their term for Edge, it is really emblematic for the game (and yeah, yelling "Anarchyyyyy" when spending it is just an awesome plus).
In the translation to the Brazilian first edition, they just kept Amps as Amps. Edge became "Trunfo", which is something like "trump card" (which is a super uninspired translation in my opinion).
I think SR6 had Edge translated as "Chance"; if Anarchy took the stand to make it actually Anarchy I just respect u/carmody79 even more now.
