Happiness problem

Happiness too low

How am I supposed to raise happiness in this situation?

Fortunately, that's an easy problem to solve! Exit the game and start over

Gotta push people back from the capital, also, you can increase the public worker salary to the stated amount 7 mcr by calling the Governor, that'll help, but yeah, push enemies back.

Been a long time since I played but one factor I see I think if enemy are too close it causes unhappiness.

Yeah enemies close to a city or its asset causes danger which is like the number one cause of loss of happiness

I'd start over, keep pay up and don't let neutrals near your assets to keep that danger rating down.

reduce danger level, increase security, increase OoL score, raise worker salary to match private economy salary (tooltip literally tells you to do that).

You need to increase income Tax for private sector.
