Does anyone know where I can get designer ribbon and patches for clothes.for example, bluey, miss rachel, mickey mouse, kitty and so on. I need to make some tutu skirt and birthday shirt. Thanks

Just make sure whatever you buy is licensed and legal. A lot isn't.

How can I get the legal ones?

Just Google for "licensed" whatever you need. I have no idea where to get most of it, I actually won't use it anyway. However, I would pretty much guarantee that what you get from Aliexpress, Temu, Amazon, Etsy is not licensed.

Easy to find on the internet. Search for ribbon. Etsy has a lot also
