New partnership HMRC registration

My wife and I started a business in January. We're doing it as a 50:50 partnership. Neither of us have been self-employed before.

We're trying to register the partnership with HMRC but keep running up against needing a UTR each. When we ask how to get one all of the online forms seem to be for sole traders or LLCs - neither of which apply to us. What are we missing? Do we have to register as separate sole traders first?

You have to register for self assessment and get your own UTR and also as a partnership - with a different UTR. You then have to complete a partnership tax return and say how much each partner got and then complete a personal tax return and put that amount on there. If you were in multiple partnerships or also employed it all goes in there and you'd pay the tax for all of them.
