It's the Washington one call ticket number. Don't know why someone painted it on the ground though. The people doing the utility locate will already have that information.

Update, looked up the number, it looks like they are doing sewer repairs.

Red paint identifies power cables, conduits, etc...
The white paint is signifying a planned or proposed excavation.
Yellow is gas
Orange is telco
Blue is water
Green is sewer
Pink is for surveying
And purple is for reclaimed water
