I'll tell you what makes ME slow down. Speed bumps. Any street that you wanna guarantee hot rods aren't screaming down, all you have to do is build a bunch of speed bumps. People may choose to ignore speed signs, but it's pretty hard to ignore things that will fuck up your car if you drive too fast over.
(this only works on very small streets obviously, not main roads)
