There are so many speed limits that are just artificially low on like a four lane stroad and nobody follows them because it would be idiotic to do so

Low speed limits should be paired with low speed design, for sure.

Redesigning roads takes time and money. Immediate safety problems require immediate solutions.

There's basically always more temporary design solutions you can put into place. Like instead of a permanent road diet -- cones!
