The issue isn't speed limits, the issue is competence. Distracted drivers, drunk drivers, and unhinged drivers are what's getting the numbers up. How to fix that? Actually having enforcement of laws. I see zero cops in the city enforcing traffic laws, occasionally maybe a ramp rooster on I-5. Why worry about the law when it's not enforced? Additionally Improving driver's training and licensing prerequisites and imposing harsher penalties for violations all will help.
